How Sez Built the Hero
The way we built our Elphelt is more focused on damage. Ideally we would want around 3000+ attack and higher Critical Hit Damage, but ultimately the most important stat is SPEED.
For us, 230 to 240 range is decent to outspeed most heroes that are not speed contesters. while we still have enough Attack and Crit Hit damage to do decent damage.
We pair her with Basar a lot to better cleave and apply debuffs.
She does not need Crit Hit Chance because if the target is asleep, they automatically gets Critical Hit no matter what. Since her S3 almost always guarantees sleep, and players will most likely want to target a hero that is asleep with her S2, we forego Crit Hit Chance to maximize damage.
Elphelt can often one shot squishy target and deal decent damage to cripple tanky heroes.
We also built her with a little effectiveness just to help against heroes that have a little Effect Resistance randomly. and also so that we are not as reliant on Soulburning her S3 to land debuffs.

S3 to +4 is a must no matter what type of Elphelt players decide to build. The rest depends on how much damage the Elphelt needs to do.
We suggest maxing S2 and S3 for her to perform to here potential.
Portrait of Savior or A Symbol of Unity are both great to allow Elphelt to do max damage.
Guiding Light is also interesting against teams that have a lot of Single Target Damage.
