Arbiter Vildred (Rank #1)

Arbiter Vildred is our top recommendation due to the versatility of the Hero. He is useful in both PVE and PVP and has multiple ways to build him.
The biggest strength that distinguishes Arbiter Vildred from others is that he is very self sufficient and not reliant on team compositions. This makes him ideal for Early to Mid game players that do not have many Equipment and Heroes to work with.

Labyrinth, Abyss, Farmer, Adventure, Azimanak Hunt, Banshee One Shot Team
PVE Strengths
S3 Resets when defeating an enemy, which allows for a fast Stage Clear speed
S2 Passive allows him to revive from death and resets S3 cooldown and immediately takes a turn. S3 also deals more damage. Provides extra safety net for any PVE content
S2 revive has a pretty short cooldown in 5 turns so Arbiter Vildred can revive pretty frequently in a prolonged fight. This allows player's healers to prioritize other team members first
S1 attacks multiple targets useful for some contents that wants AOE damage like Azimanak Hunt
Viable for both early game contents like Adventure to late game contents like Azimanak Hunt, and Banshee Hunt
S3 has Blind, which can make the enemy miss their attack

Very difficult to deal with in Early to Mid game because his counters are very specific or requires a certain kind of team compositions that Early to Mid Game players may not have

Specter Tenebria (Rank #2)

The biggest contention to Arbiter Vildred will be Specter Tenebria. We Rank her #2 because she is not as versatile as Arbiter Vildred and also because she requires more support and gear to truly shine. However she could outperform Arbiter Vildred with the right setup.

Poison debuff on Skill 1. Poison is one of the best offensive debuffs and kills many high health total enemies fast
Stuns on S3, gives her some extra versatility to control certain enemy. Very useful in Abyss and Labyrinth

Cannot be targeted by Single Target damage, which makes a lot of bosses very easy
Very useful in late game Abyss 100 to 110

Ruele of Light (Rank #3)

The main argument against Ruele of Light is that there are many Soul Weavers in the game that are viable. It is not as difficult to play around not having Ruele of Light in comparison to Rank #1 Arbiter Vildred and Rank #2 Specter Tenebria, where they are both very unique and makes lives significantly easier.

Dark Corvus can be used in PVE, but he is just too slow at clearing anything. He is now solely used for PVP Guild Wars and has a niche spot in Guild Wars.

Martial Artist Ken is currently very Niche and there are many solutions to him in PVP. This is why we rank him pretty low at the moment.

Very nice Dark Tank in Guild Wars and Arena
Sez's Tip: Dark Tank means that light NPC hero will always target him first, because he is a Dark Unit and AI always targets heroes with elemental disadvantage first.
Judge Kise (Rank # 6)

Judge Kise is currently very Niche and she requires too many setup to be good. The problem with her is that she needs players to have Aux Lots and many other heroes to be extremely good and usable.
Compare to all other heroes that are Self Sufficient and more versatile, Judge Kise is not worth picking unless it is for her looks.
